SoO agreement with Kuki outfits extended for another one year

Imphal, Sep 6 : The suspension of operation (SoO) between the Kuki outfits and the Government has been extended for another one year as per the tripartite meeting held at Ashoka Hotel, New Delhi on August 30 last.

In the tripartite meeting, the State Government was represented by Chief Secretary PC Lawmkunga and Principal Secretary (Home) Dr Suresh Babu, while the Central Government was represented by Joint Secretary (Home) Northeast in-charge Shambhu Singh and Joint Secretary of Intelligence Bureau (IB) AK Mishra.

After a serious deliberation, the two umbrella organizations of Kuki outfits namely United People's Front (UPF) and Kuki National Organization (KNO) agreed the extension of SoO agreement for a period of another one year.

During the meeting, the UPF questioned the Central Government about the delay in the appointment of interlocutor.

Joint Secretary (Home) Shambu Singh said that all necessary procedures and files have been sent to PMO and the interlocutor would be announced as soon as the PMO sends the approval.

With the signing of the seventh SoO extension, UPF increased its membership by one with Kuki Revolutionary Front (KRF) joining the bandwagon.

The KRF cadres would be housed at Thingsat Designated Camp in Sadar Hills.

The common cases of news report of SoO groups involving in kidnappings and extortions were also seriously discussed during the meeting.

The State and Centre Government warned of serious action if such activities occur.

Answering to a query about the presence of armed cadres in camps which are not recognized by the government like Haijang, the government representatives said that it is a gross violation of SoO ground rules and hence it should be removed immediately.

The tripartite meeting also discussed on the serious issues of factional fights and killings in the State.

The UPF explained that factional groups are formed by cadres who run away from the camps because they cannot restrict themselves within the premises of the designated camps.

Such groups would constantly involve themselves in kidnappings and extortions.

They are section of the cadres who cannot abide by the SoO ground rules.

After a serious consideration, it was unanimously agreed in the meeting that cadres who break away from their parent organizations which are under SoO agreement, such factional groups shall not be allowed to join the SoO with the State and Centre in future.
