This comes despite the Railways setting December 2013 as the fresh deadline to complete the national project.
"The people of the Barak Valley are extremely unhappy with the inordinate delay in the implementation of the broad gauge project, foundation for which was laid way back in 1996. The government had then set 2006 as the deadline. Later, it announced to complete work by 2012. Now, 2013 is the fresh deadline," said a spokesman of the Lumding-Silchar Broad-gauge Project Demand Implementation Struggle Committee.
The group, is an umbrella organization of various social groups and NGOs in the Barak Valley that are up in arms against the delay in completion of the much hyped project.
Kiran Shankar Mahanta, a functionary of the committee which is in the forefront of the proposed "civil disobedience" movement, said.
"There's no dearth of funds, but there's lack of will on the part of the government to implement the project, which is considered a lifeline of southern Assam, Tripura, Mizoram and Manipur."
According to sources, the cost of the project has been revised to Rs 3,909 crore.
The Prime Minister's Office has categorized the project as part of the "Infrastructure in the North East" for special monitoring by the Union DoNER ministry.
Sources in the Railways said of the 377-km project, work on a 110-km stretch has so far been completed and the project would be over by December, 2013.
