The suspension of operation (SOO) signed between the two sides on November 11, 2010, expired on May 11 this year. So far, efforts to either revive Soo or resume talks to solve the Hmar insurgency problem haven't been made.
HPC(D) militants have been mainly operating in neighbouring Manipur, but several reports said they were carrying out illegal activities inside Mizoram and in areas adjoining Manipur. On July 27, the Mizoram government alleged that there were some militants of HPC(D) who did not follow the conditions laid down in SOO signed between the Centre and the outfit and were indulging in illegal activities.
Revealing this in the legislature, chief minister Lal Thanhawla said the matter had been notified to the ministry of home affairs so that the Centre could take appropriate action. The chief minister, during a discussion on the issue during question hour, said his government did not have any intention to renew the SOO signed between the state government and the insurgent group as the outfit and other groups in Manipur have already signed SOO with the Centre.
"While the HPC-D had agreed to deposit arms in designated camps, some of them were still indulging in illegal activities outside the designated camps. We have no choice but to report the matter to the MHA," he said.
