The Central
Ministries and State Governments implement schemes/programmes
with the objective of eradication of poverty, which is coordinated by the
Planning Commission in the Scheduled Areas and tribal areas falling in Assam,
Meghalaya, Tripura & Mizoram. The Ministry of Tribal Affairs supplements
such efforts of Central Ministries and States by implementing special area programmes, central sector and centrally sponsored schemes
for the socio-economic development of tribal in the country.
The criteria
for declaring any area as a ‘Scheduled Area’ is laid down in the Fifth Schedule
under Article 244 (2) of the Constitution of India. In accordance with the
same, Scheduled areas have been notified in the States
of Andhra Pradesh, Chhattisgarh, Gujarat,
Himachal Pradesh, Maharashtra, Madhya Pradesh,
Orissa, Rajasthan, and Jharkhand.
The areas
where provisions of the Sixth Schedule of the Constitution of India are
applicable are known as ‘tribal areas’ and these are in the States of Assam,
Meghalaya, Mizoram and Tripura. For such areas, Autonomous District Councils
have been setup which have inter-alia powers of
developmental responsibilities.
Details of
population of Scheduled Tribes in the 22 Tribal Sub-Plan (TSP) States is given
at Annexure-I .
Areas included in TSP are the operational areas of Integrated Tribal
Development Projects/Agencies (ITDPs/ITDAs), Modified Area Development Approach
(MADA) pockets, clusters, and areas where Dispersed Tribal Groups (DTG) and
Particularly Vulnerable Tribal Groups (PTGs) reside. State-wise details of
these are given in Annexure-II.
The percentage of population living below poverty line in both rural and
urban areas is given at Annexure-I.
