In an age of paid news, Assam Chief Minister Tarun Gogoi is an exception.

He does not like even paying for newspapers. Every day, nearly 300 newspapers and magazines are supplied to the chief minister's office by the Directorate of Information and Public Relations (DIPR), which buys them from an agency called MP Bookstall in Dispur.

But the agency has now stopped sending newspapers to his office. Reason?

The outstanding amount on newspaper bill has run to Rs 20 lakh, and despite repeated reminders, the DIPR has shown no signs of paying it.
