The release said that all the members of Assam, Manipur and Nagaland during which following the failure to carry out the election by the ZIB (Zeliangrong Interim Body), the house approved the continuation of the incumbent members of the central executive and Zonal Executive till the election of new executive bodies to replace them.
The house disaproved and rejected the “new-ZIB” formed by the ZOB in the Dimapur meeting on the ground that the ZIB (whose term had already expired on 31-1-1010) was not competent to convene the Dimapur meeting of February 26 2010 and to from a “new-ZIB”.
It said the election of the zonal executive had not held duly, the term of the incumbent Zonal Executive were extended however the central executive has been directed to carry out the due election of the Zonal executives as early as possible.
It said that the meeting regretted that the tamenlong convention had failed to take the public mandate (vote) on the agenda about the use of the term “Union” or “Baudi” or otherwise, to settle the issue on that very day and the ZIB too failed to sort out the “Baudi” matter, during their tenure of the three months ending on January 31 2010. therefore, this house decided that the nomenclature of “Zelianrong Union” shall continue to be the name of the this 85 year old organization of Zeliangrong people of the three state, as usual, until nay change of the name is made by the appropriate constitutional authority in a regular and constitutional manner.
The proposal for amendment to the constitution of Zelinagrong Union was approved by the Union Assembly, almost in the same form as drafted by the Zeliangrong constitution Amendment (drafting committee 2009), incorporating the resolution of the Tamenglong convention of October 30 2009, the ZIBs Guidelines of November 18 2009, the ZIB’s additional suggestion of January 15 2010, and the views received from leaders and AZSU.
The election process of the Union president has been postponed due to certain serious difference of views over the interpretation of Qualification of candidates under the constitution. The cventral executive shall fix a new schedule for the election as soon as possible.
In the meantime the release also expressed their strong opposition of the recent decision of the Tarun Gogoi Government of Assam to rename the NC hills districts as “Dima Hasao” claiming that The Zemes (Zeliangrong tribe) who have been inhabiting at the present NC hills for more than one thousand years, are the earliest among the tribes of Cachar Hill.
It said that the Kacharis/Dimasa tribe who migrated from Dimapur when their Capital at Dimapur was overrun by the Ahoms in 1526, and later on set up their capital at “Maibong” (Cachar) in 1676.
It said the Ahoms came to the present Assam in the 13th century, the other smaller tribes of Norht Cachar Hills migrated to the Cachar are in the 17th century and 18 century, it said.
It urged the Assam Government to rescind the said decision so that the said area shall not be made in the name of a particular tribe only, which may create further disharmony and discord among the tribes inhabiting the area, it said.
